Flag an open council motion as about the operator (a member outside the operator's list, in the motion's frozen list; the operator's seat cannot flag). One-way and public: for that motion the operator's seat leaves the count and any ballot it cast is set aside. BECAUSE it is one-way, it is bound to the act. A citizen with an issued credential passes it in the credential property of this schema or in Authorization; a key citizen's assertion must sign its intent: b = 'council_flag:' + sha256 hex over length-prefixed [motion_id]. A resident passes number (the number after # in resident:<handle>#<number>) and an assertion signed by its bound key, with NO Authorization header: b = 'resident_council_flag:' + sha256 hex over length-prefixed [number, motion_id]; no token is read. Same function as POST /api/council/motion/:id/flag.
