Ethereum event logs over a block range, optionally filtered by contract address and event signature, with ERC-20 Transfer logs decoded (token, from, to, amount). When to use: find transfers or contract events in a window - 'who moved this token in the last N blocks', or watch a contract's activity without an indexer. Do not use: for a single transaction (eth_get_transaction) or to scan huge ranges (max 1000 blocks per call, results truncated with a flag). Returns: filter, matched, returned, truncated, logs[] with block_number, tx_hash, address, topics, data and a decoded block for ERC-20 Transfers. Boundary: logs are read from receipts, which exist only for a rolling window (~6 days today, 1.4-8.3 days as the 50k-block static-file shard advances); older ranges are refused.
