Audit every operator's bootstrap config on the relays, and republish what needs it. Republishes a config when fewer than three relays hold it, or when it was last sent more than six days ago; then measures again. A GitHub Action runs this weekly. Free and unauthenticated: it reveals only relay counts anyone can take, and re-sending the Authority's own config is idempotent.
