Returns a Stripe Checkout URL — the purchaser must visit it to complete payment. Once paid, the student gets a separate email with an activation link to fill in their dorm details. campusId, termId and pricing come from list_campuses. Pricing varies by campus and term; the response echoes the priceCents.
