Context sections are opt-in via sections: energy_labels, labour_market, land, municipal_acts, national_construction, property_market, property_stock, public_buying, quarterly, report_coverage, tourism. Unknown names are validation errors. When requested, quarterly includes: eight quarters of EMTA declared turnover (including applicable reverse-charge purchases), reported employee counts, labour taxes (never wages), matched-cohort annual changes, coverage and suppression by legal-form group. Fixed 12-quarter complete-reporting cohort, current geography/classifier; small cells excluded from every total. Old snapshots return an empty block. Sources retain licence/attribution; 8 KB trimming carries truncated and *_total. For a county, or the national cohort when county is omitted. Report-coverage cohorts label absence as "not in our data as of <date>" (fixed FY2024/2025, R-status OÜs registered before 2023, 12-31 year end; ingestion guard, small-cell suppression, not a non-filing claim; absent on old snapshots). County figures, or every county when county is omitted: medians, employment, aid and public_buying. Public buying uses the legal buyer registered seat, not delivery location; all retained history, not the financial year. Known-denominator single-tender counts, ceilings not spend; old snapshots return null. A named county includes labour_market: registered-unemployed counts (not survey unemployment rates) and Statistics Estonia PAV014 vacancy rates, with periods and source licences. Old snapshots may return empty data. energy_labels adds the historical certified-building subset: distinct ETA (calculated), KEK (measured), unknown class distributions, n, source as-of, location coverage and municipality counts. One latest whole-building certificate; partial-only excluded, missing end is unknown, never all buildings/current validity. No building/owner/person records; old snapshots return null. Sources carry licences; 8 KB trimming reports truncated/*_total. The land block gives aggregate cadastral ownership classes, land cover and designated land use (area-weighted percentages), with not_resolved buckets and a separate source date/licence. With no county, land is national, including unresolved geography. No owners, parcel identifiers, valuation vintage or turnover rate. property_stock counts registered apartment-property units (korteriomand), not physical dwellings. Old snapshots or missing inputs return null for the unavailable block. A named county includes property_market: source municipality/property-subtype quarterly deal counts and unsuppressed medians, frozen_since 2026-05-11 (2026Q2 partial), anonymous whole-market aggregates, no party data or pooled median. national_construction is separately dated Estonia-wide context (EH04/EH0014, IA09/IA027), never a fill for missing transactions. Older snapshots return empty sections; 8 KB trimming carries truncated/rows_total and sources with licences. municipal_acts gives current municipal regulation counts, published_12m (publication of current redactions, not new laws), and title-keyword topics: derived relevance, not a complete compliance checklist. No obligation extraction. Tourism (TU110 annual county measures; TU121 national monthly arrivals, normalized periods). Tourism has independent source dates and units; guest-night cost is not revenue/profit/yield. Null means not reported; never infer county seasonality from national monthly arrivals. County sector rows include label_en and label_en_method with Eurostat attribution; nace_parent_fallback means a broader NACE label. Use sector_stats when the question is an EMTAK rather than a place.
