Create an empty organization skill, before publishing to it. Use it, then publish_skill, when the user wants to share a skill with their team, such as one they keep locally: every member's agent then finds it through list_skills. This is the first step for a new skill: publish_skill and create_push change a skill that exists and refuse a name that does not. Its repository starts from a starter SKILL.md, or, for a well-known name such as governance or design-system, from Valet's default, so a clone or a push begins from that text. Nothing is published until publish_skill runs: agents and list_skills see no version yet. A name the organization's own skill already holds is refused. With catalog, it instead installs that skill from Valet's curated catalog: the organization gets its own copy, published as v1, that changes only when the organization publishes it. An organization that installed it before gets its copy back unchanged. Requires connecting a Valet account.
