Rename a tag on every monitor and heartbeat that carries it; an item that already has the new name keeps one copy. Requires a key with the write scope. Required: from (the existing tag) and to (the new name). Tags are trimmed, lowercased and deduplicated on write, each at most 50 characters of lowercase letters, digits and : _ . / - , starting with a letter or digit. Call list_tags first to reuse the organization's existing names instead of inventing near-duplicates. Returns from, to and how many monitors_updated and heartbeats_updated changed; a tag nothing carries is not an error, both counts are 0. Example: {"from": "prod", "to": "env:prod"}
