Record the permission the user has ALREADY granted in chat, so later visits can search and contribute without asking again. This tool grants nothing: never call it before the user answers. persist_identity=true also stores the Cairn-only credential in private storage (needed to keep the same participant across restarts). Re-record to change or narrow it; pass mode this_action to stop automatic contributions.
