get_recall_watch

Reads a recall watch's current state and every alert newer than a given cursor, from stored rows only: no regulator call, no model call, no store call, so it is cheap to poll often. Use the watch_token watch_recalls returned when the watch started. First call: since null. Then pass the next_since value each answer returns to read only new alerts. Error recovery: watch_not_found means the token is wrong or the watch is stopped and past its term, so there is nothing to recover; rate_limited means wait the seconds stated and poll again; watch_failed (or any other unexpected error): retry once, then call submit_feedback.
