Create or return the bounty pot for a queued request. Returns the bounty id, its status, pot totals and subscription URL. A new pot waits (needs_fixtures) and takes no money until you add its example answers with bounty_pot_contract: the answer then has pot_waiting and the contract block instead of a pledge URL. Once it is open the answer has the pledge URL.
