Mint one new PayCheck API key (pc_live_…) for check_merchant and paycheck_get_quota. The key raises the merchant-check allowance from 100 to 1,000 per UTC day. Use it once, then pass the secret as api_key on those tools. Do not call it every turn, and do not use it when you need a Toolweather key (get_api_key returns tw_…) or a SpendGate key (spendgate_get_api_key returns sg_live_…). No arguments. Each call creates a different secret, returned once. Not billed, and not drawn from the Toolweather quota. Limited to 10 new keys per caller IP per UTC day.
