Read rows of a previously generated SocialSeal export artifact in-session, paginated as JSON. Use this when the export tool returns a download_url you cannot fetch (e.g. sandbox egress limits or web_fetch cannot render a CSV attachment). Pass the short download token (the `t` query param from download_url) plus offset and limit. Each call returns { export_history_id, headers, rows, offset, limit, next_offset, total, has_more }. Rows are packed by serialized char budget (not a fixed row count), so `limit` reflects the actual number of rows returned and may be smaller than requested. To page: if has_more is true, call again with offset = next_offset. Repeat until has_more is false. Prefer limit=200 as the max-rows cap. The data stays inside the MCP tool channel, so no URL fetch is required.
