This is a routing HINT ('don't bother sending a meeting_request to a closed inbox'), not the authoritative decision — the policy engine still evaluates the real envelope. Closed-inbox members are still returned so you see they exist. Args: { query: string (2-80 chars), limit?: number (default 20, max 50) }.
