Pass `capability` as either a capability id from list_capabilities_v1 (e.g. "power.price_ercot") or a query primitive name (e.g. "query_power_price_ercot_v1"), and `params` as the same flat JSON object the named query tool accepts — call describe_capability_v1 first for valid filters, e.g. {"capability": "power.capacity", "params": {"state": "TX", "group_by": ["energy_source_code"]}}. Returns the identical cited envelope as the named tool: same rows, same citations, same as_of.
