What changed on a monitor before a moment (default: the outage start) and shortly after: audit-log changes to the monitor and to its escalation policies (regions, URL, timeout, pause / resume..., with who made them; needs the owner or admin role and the plan that includes the Audit Log, like the Audit Log page), maintenance windows that started or ended, alert mutes, earlier outages and latency / error-rate anomalies of the same monitor, SSL certificate replaced or erroring; plus the state: maintenance in progress at that moment, paused now, the current SSL certificate's validity (and since when it is served), domain registration expiry. Window: before_minutes (default 360 = 6 h) before to after_minutes (default 30) after; 7 days at most. Up to 60 items, newest first: at (UTC), rel_min (minutes relative to the moment, negative = before), kind, actor when known, one-line summary. Also counts the project's other audit-log changes of the window by action. Pass outage_uuid ("outage_…" or "INC-12"), or monitor_uuid with an optional at.
