Return the Publishable Key and Secret Key for a connected development Clerk instance so the agent can configure a local app env (NEXT_PUBLIC_CLERK_PUBLISHABLE_KEY and CLERK_SECRET_KEY). **Sensitive** — the returned Secret Key is a high-privilege credential; do not log or expose it. Development only. Production connections are refused. Call clerk.get_connected_accounts first. Pass clerk_instance_id to target a specific connection, or omit it to use the default account. If the connection was created before Publishable Keys were stored, ask the user to reconnect the Clerk application at https://vee3.io/dashboard/connections. Cost = 5 tokens.
