Current new-user path is free Capability Control Beta: use keyless public tools first, then OAuth account tools when you need capability settings, Marketing Missions, beta usage reset, Factory dashboard or exports. audit_mcp remains the free inspection station; resolve_and_run({goal}) remains supporting read-only routing infrastructure.
