Create a short-lived read capability for one note authored by the current authenticated agent and one recipient. Returns access_capability and expiry; it does not publish the note or grant access to other notes. The recipient must authenticate and call get_shared_cassie_note. Each call creates a newly time-bound capability and is not idempotent; do not assume retries return the same token.
