Set the global 'block_none_refer' policy for the library. When true, playback requests that carry NO referer are blocked; when false, they are allowed. This is the master switch that activates/deactivates domain protection for requests without a referer. On error the API returns { errCode, errMsg }. library_id is resolved automatically when omitted.
