Permit kind accuracy is measured, not assumed: manual validation gate B on a 200-row sample (2026-10-05) gave precision 0.98, Wilson 95% lower bound 0.94, 11% unclassified; the current figures come back in accuracy, and the unknown bucket (OVERIG, BESLUIT_ONBEKEND) is shown separately. Read-only aggregates: no permit rows, publication identifiers, titles, addresses, points or names; permit counts below 5 per authority per kind are shown as <5 and totals that would reveal one are lower bounds (>=n). Every answer carries source provenance (source, source_url, licence, as_of/retrieved_at, method, status) and an exposure block.
