Put an image or video into the library and get back an id for create_post. PREFER `url`: we fetch the file ourselves, at full length, and it is the only way that works for video. Use `base64` only for bytes that exist nowhere else — a picture you just generated. base64 travels through this conversation, and a conversation has a length limit: a cut-off string becomes a corrupt file that looks fine until the post fails. Either way the API checks type, size and quota, then registers the file.
