The rule is fixed and public (/v1/labels): avoid = a documented rug or close flag observed, or P(rug within 5 min) >= 0.5; caution = P(rug) >= 0.1, concentrated, stalled or mayhem risk label, or odds unavailable; no_flags_observed = none of these, which is not a safety guarantee.
