Read a meter receipt two ways. Day read: agentId + day, exactly one public operator-ratified grant and server-observed provider report. Ledger read: any since/until/limit/cursor argument lists run-id receipts ordered by mint time (limit 1-30, default 20; since/until inclusive integer seconds; echo nextCursor verbatim), with optional agentId/day filters; preserve filter arguments with the returned cursor. Legacy pre-run-id rows (unsigned) are excluded from the ledger and answer only to the day read. No vendor calls.
