SCHEMA + limits for the title-wide key-value store (feature flags, project-wide globals, event state, balancing knobs that don't fit any typed definition below). This section holds ONLY the key schema — the VALUES live in the TitleCustomData store, one document per title, managed with the dedicated title-data tools (get_title_data / save_title_data). Each key declares a Scope (Static = authored config; Runtime = mutable state written only by CloudCode scripts) and a Bucket (Public = readable by game clients; Private = server/CloudCode only).
