Small markdown transcripts (<=50KB) are inlined as text. If the job isn't done yet this returns not_ready with the current status — poll ic_transcribe_status instead. You must be the submitter (or an operator). Args: { job_id }. Returns: { ok, job_id, result, transcript_md? }. Required scope: transcribe:read (ic-member+).
