Verifies the operator controls ``operator_npub`` (inline Schnorr bound to the adoption sentinel — no relay round-trip), records a durable ``pending`` row, and fires a best-effort owner-notification DM. Does NOT provision — provisioning waits for the owner's ``approve_adoption``.
