Use for "how can I help near Kigali" or "a need I can fund"; the ids feed offer_to_serve on /me. For volunteer-only needs filtered by city name or remote_only, use where_can_i_serve_publicly. Place priority: lat+lng, then city, then country, else the whole network. Places are approximate, never a home address. When none is near, count is 0 and needs holds up to 5 remote or fundable needs instead. Access: no sign-in; shared limit of 300 requests a minute per IP.
