For one decision (full UUID or 8+ char id prefix), everything a hostile auditor needs to reconstruct the forecast, the payment and the grade: the full decision record verbatim, its resolution (the terminal outcome OR an honest {status: pending, horizon_end} — never a fabricated match), the payment leg (rail x402/credits/none with the on-chain tx or the credit draws), the per-input tape sources (the venue + each input kind with its fetch time), and a verify block. verify.request_hash is RECOMPUTED IN-HANDLER from the stored model request and compared to the journal — a mismatch reports request_ok: false and NEVER rewrites the journal; a pre-trace row reports "unknown" (honest absence, never true). No live model call, no second venue. An unknown id is a typed DECISION_NOT_FOUND refusal. No payment required.
