Puts the version a site serves up again — the same files, each re-checked against its hash, no new version number — for when the site looks stuck or half-served. Development (the default) is rebuilt at once and answers PUBLISHED or FAILED, as site_publish does. env live ASKS instead, like site_promote: the founder approves "Rebuild the live site (version N, same files)" in their browser with the code Gemmein emails, then live_action_status carries it out once (if Live serves another version by then, nothing is rebuilt and the approval isn't used). Refused before asking when the app isn't live or Live serves nothing. On the site's history and the founder's Logs. A version whose files are no longer kept (older than the newest 50) can't be rebuilt.
