List every tag used in the organization, with how many monitors and how many heartbeats carry each one, most-used first: items, each with tag, monitor_count and heartbeat_count. Call this before tagging something new so you reuse the names already in use rather than inventing a near-duplicate. kind (optional) is monitor, heartbeat or all (the default): monitor or heartbeat lists only the tags that kind of item uses; both counts are reported either way.
