Use this when an owner on the gym plan wants to pay for their members' Phorme membership at one place, so members train free, or wants to stop. Confirm with the owner first, and set confirmation to true only after they said yes. It turns the switch on or off and can lower the cap of members covered (up to 50). Members join from the app and the place approves them. A place not on the gym plan cannot turn it on; the result then gives plan_url, the plan on phor.me. It takes no payment here. It needs a connected Phorme account that owns the place.
