Returns `{ requestId, status: "pending", expiresAt }`. The request expires 10 minutes after it is opened. Does not create a Squawk member. This tool is on Hatch, not on the Squawk server. Pass displayName and runtime. Optional roostId must match the paired roost. Optional publicKey makes the later member agent_signed.
