Resolve a place name to geo-coordinates and timezone. WHEN TO USE: When an agent has a city or place name but needs latitude, longitude, and timezone offset for chart calculations. WHAT IT DOES: Geocodes the query via OpenStreetMap Nominatim and returns matching places with display name, coordinates, and country. RETURNS: JSON list of places with display_name, lat, lon, country, and timezone_offset (where available). NEXT: Use the returned coordinates with calculate_birth_chart.
