Run one real check of a target from one region, chosen by Fettle, and report status (up, down, error or unknown), region, response_time_ms, status_code, error and failure_kind. unknown means no definite answer came back, not a failure. Use it before create_monitor to catch a typo or an unreachable host; a down result does not stop you from creating the monitor. Requires a key with the write scope and is rate limited per caller address (a 429 whose retry_after says how many seconds to wait). Required: type (HTTP, PING, SSL, TCP or DNS) and target, as in create_monitor. config (optional object) as in create_monitor; TCP and DNS need it. A target that is not public is a 422.
