Create a new draft project exactly as the Studio's New project does: a title (optional) and whether it is public or private (invite only). The draft is not listed until publish_project. Refused with the Studio's own message when the user's filmmaker profile is not ready (a creator account with a public filmmaker profile, display name and at least one role) or the user already has the maximum number of live projects. Returns the project (same shape as get_project): next are update_project for the details, add_project_role for each role, then publish_project.
