Returns the full procedure: the ordered tool sequence, which calls to group into parallel waves, the provenance and citation rules, and the exact output structure. Supply the playbook's arguments (e.g. `ticker`) to get a concrete, ready-to-execute plan. Omit them to read the generic template with `{{ARG}}` placeholders.
