Use after an autonomous agent has researched a concrete action choice, structural diagnosis, experiment, or macro-structure question. Submit current facts and their manifestation verdicts; never submit yin/yang lines or a desired hexagram. The tool returns cast_ready, needs_evidence, or out_of_scope. It uses no LLM, no random/time casting, and never falls back to traditional liuyao. Do not use for fortune, luck, hidden facts, random outcomes, or as a substitute for high-stakes professional judgment.
